Alwaght- Only a few days after the death of an 18-month-old baby in arson attack staged by Zionist settlers in the West Bank, the news agencies reported the death of his father in the hospital due to the severity of his wounds. Increased number of anti-Palestinian graffiti on the walls of houses and shops in the East Al-Quds has further raised concerns over the security of the Palestinians residing in the West Bank. Besides, throwing a hand-made grenade into the burnt house of the family showed that not only the Israeli regime does not feel committed to provide security for the Palestinians in the West Bank, but also the Zionist regime seeks to put the Palestinians under relentless pressure or sometimes resort to physical elimination of the Palestinians living in the Gaza Strip.
It seems that in the last few days, even after the vicious arson attack that killed an 18-month Palestinian toddler in al-Quds, the harassment and vandalism of the Zionists against the Palestinians in East Al-Quds have increasingly risen. Although the Israeli authorities claim to have been investigating the incident, a reporter working for the Palestine News Network said the Palestinians do not take serious the Israeli authorities' claims. The reason could be found in similar earlier actions of the settlers against the Palestinians, in which although the Zionist extremists were proved to have committed the crime, the government authorities have made them immune from any penalty or prosecution with claims of mental disorders of the perpetrators. In addition, no Zionist extremists in Israel has been sentenced to heavy punishment for anti-Palestinian activities or actions of sabotage.
Over the past fifteen months, the Palestinian have repeatedly been attacked by brutal Zionist fundamentalist groups. If we note the UN official statistics about the Palestinians who were assaulted since the beginning of 2015, we see that up to now, more than 200 Palestinian were attacked by settlers. One can easily realize that such attacks are conducted with implied consent and support of the Netanyahu regime. Even these incidents might be part of the policy of de-Palestinization of the occupied Palestinian territories that the Zionist regime has been following since 1948. Therefore, the persistence and increasing number of such violent incidents could be a kind of gradual ethnic persecution and even a planned or multi-stage genocide if it is escalated. In this case, the Zionist government of Israel will be liable to persecution rather than the fundamentalist Zionist Extremist groups.
Accordingly, facing the security threats posed by the Zionist Extremist groups supported by the Israeli regime, the Palestinians residing in the Gaza Strip are deprived of security and the most basic human rights. Thus, one may wonder who is responsible for providing the security and human rights of the Palestinians living in the West Bank.
At first, it seems that the Palestinian National Authority as the only quasi-governmental entity is the authority responsible for protecting the security of the Palestinians living in the West Bank; however, further examination shows that this quasi-governmental entity is unable to fulfill its primary security role in protecting the rights of the Palestinians in the West Weak.
The fact that the Palestinian National Authority has been unable to provide the basic security and rights of the Palestinians in the West Bank has various reasons which needs in-depth discussion. But generally, according to Oslo II Accord of the year 1995, the Palestinian National Authority in practice has the minimum sovereignty in the West Bank; On the contrary, it has authorized Israeli security forces to take extensive security measures in the West Bank. According to Oslo II Accord, the West Bank is divided into three Areas: A, B and C. Only in Area A, which constitutes 3 percent of the West Bank, the Palestinian National Authority has full authority. Two remaining Areas, B and C are administered with the presence of Israeli regime security forces or through division of power between them. Even Area C is administered with the major authority of the Israeli forces. According to the Oslo II Accord, the Palestinian Authority was designated to have exclusive control over both security-related and civilian issues in Palestinian urban areas (Area A) and only civilian control over Palestinian rural areas (Area B).
However, the central and most important conditions that led to more inefficiency of the Palestinian National Authority in claiming the primary rights of the Palestinian residing in the West Bank were the increasingly compromising approach of the Palestinian National Authority which was accelerated when Mahmoud Abbas took the office; as after the Sharm Sheikh Summit, the Palestinian National Authority was obliged to put an end to the second Palestinian intifada in 2005.
The weak position of the Palestinian National Authority leads to disarmament of the Palestinians who had to use weapons to protect their life and security against daily aggressions and attacks of the Israeli police. On the other hand, this gave way for growing violence of the Israeli security forces against the Palestinians, and at the same time the Israeli regime began to expand settlements in the Palestinian territories.
Currently, the growing spread of brutal violent attacks staged by the radical fundamental Zionists with complete freedom of action in the West Bank, more than ever calls into question the idea of disarmament which was rigorously followed and implemented since 2005 by the Palestinian National Authority. Nevertheless, such incidents underlies the necessity of equipping the residents of the West Bank with military weapons to save their lives, an idea which gained momentum again in recent years in the Muslim world, convincing many people that if the Palestinian National Authority is incapable of standing up for the basic rights of the Palestinian, the Palestinian people can defend their lives and territorial identity against the Zionist aggression if only they are provided with the necessary weapons and equipment.
