The attack happened when the southern entrance to the city was busy with buses waiting for their passengers.
Authorities declared a curfew in the city, saying they had information that further attacks were possible.
In another incident, a suicide bomber detonated his car loaded with explosives in the Samarra city, south of Tikrit.
The bomber targeted a vehicle carrying Shiite pilgrims who were visiting the city’s al-Askari mosque.
