OHCHR: Israeli Attacks on Lebanon Violate UN Charter, Constitute War Crimes

ALWAGHT- A UN human rights expert strongly denounces Israel’s persistent strikes on Lebanon, calling them part of a systematic pattern of illegal violence.

Morris Tidball-Binz, the UN Special Rapporteur on extrajudicial, summary, or arbitrary executions, condemned recent Israeli strikes on Lebanon, including a deadly November 18, 2025 drone attack on the Ain al-Hilweh Palestinian refugee camp that killed at least 14 people, including 12 children. He described the attack as part of a disturbing pattern of lethal operations targeting civilians and civilian infrastructure, which he said constitutes war crimes and breaches the UN Charter.

Since the November 27, 2024 ceasefire, Lebanon’s Ministry of Public Health has reported 331 martyrs and at least 945 wounded from Israeli strikes, highlighting the continuation of violence despite the truce. Tidball-Binz emphasized that near-daily drone and air raids in southern Lebanon form a broader pattern of unlawful killings and repeated violations of the ceasefire.

The UN expert also raised concerns over threats to UN peacekeepers under UNIFIL, citing incidents where Israeli tanks and drones fired near patrols, which he noted are considered war crimes under international humanitarian law. He criticized Israel’s occupation of southern Lebanese locations and buffer zones, which impede civilian returns and violate Lebanon’s sovereignty and UN Security Council Resolution 1701.

Tidball-Binz called for Israel to halt military operations, comply with international obligations, and allow independent investigations into alleged unlawful killings under the Minnesota Protocol. He stressed that those responsible for illegal strikes must be held accountable and that victims and their families deserve truth, justice, and reparations. UNIFIL reported over 7,500 Israeli air violations and 2,500 ground violations north of the Blue Line since the ceasefire, all communicated to the UN Security Council.
