Alwaght-Since several months ago, the challenging issue of peace in Afghanistan has seriously been presented again. In such situation, Taliban groups have declared that clanging the constitution is needed for making a lasting peace in Afghanistan. At a summit in Kabul, Rangin Dadfar Spanta, Afghan president Hamid Karzai's national security advisor declared that according to Taliban, the Afghan Constitution should be modified in order to meet their demands, whereas no precondition for peace negotiation is acceptable in our view. Only peace talks do not make peace in a country. In the one hand, we should do our best to reach peace and on the other hand, we should defend our dignity and fame against those who do not want to accept peace messages and those who do want to change Afghan Constitution. Therefore, those who want to change the afghan Constitution should know that no precondition for peace talks is accepted.
According to Dadfar Spanta, especially current war in Afghanistan is among wars imposed by western and eastern countries over three recent decades. According to his mind, only peace talks do not provide peace for a nation, fighting against those who to hamper peace negotiations are also needed.
In early last year, after inter-Afghans meeting between Afghan officials and Taliban rebels in the town of Chantilly, north of Paris, Taliban officials stated that the Afghanistan Constitution does not have any credit and value, since it was written ِduring the invasion of foreign forces and Afghanistan occupation. According to the Taliban's statement after the two-day meeting at Paris, Taliban will not around the table of peace negotiations, unless New Afghanistan Constitution will be written.
On the one hand, Taliban are utilizing national Afghanistan peace and reconciliation as a political technique or apparatus to meet their demands and reach their objectives in Afghanistan. It seems that they will not give up their preconditions for taking part in peace negotiations. According to Taliban, Hamid Karzai's government and consequently present political system of Afghanistan are illegal. Taliban Islamic government and reign of Sharia law, change of constitution in Afghanistan are among their pre-conditions for taking part in peace talks.
On the other hand, Taliban have not yet accepted the citizenship rights of women, values of democracy and process of election, etc., and it seems that they even do not want to accept these rights. Accordingly, other factors such as hardline characteristics of Taliban and their commitment to Pashtunism & Talibanism will challenge the process of attaining a stable peace in this country.
Regardless of consequences of Taliban's preconditions, it can be concluded that different factors are involved in reaching peace in Afghanistan. Afghanistan government, Taliban groups, Afghanistan occupation, Pakistan's interference in internal affairs of this country, and Al-Saud's supports of hardliners and Taliban are main factors in process of peace talks. Process of peace talks has been complicated and vague due to all the aforementioned facts. It seems that peace in Afghanistan would be unattainable, since military bases of Taliban are out of Afghanistan borders.
