Qatar's Dramatic/Cosmetic Changes in Its Foreign Policy

Alwaght – Doha's support of the Muslimbrotherhood since the beginning of Islamic Awakening, particularly in Egypt, brought about a two Year rift between Qatar and Persian Gulf Arab states, Saudi in particular. Qatar’s relations with Saudi, the Emirates, and Bahrain sank to a new low in March when the three governments withdrew their ambassadors from Doha, accusing it of meddling in their affairs and supporting the Muslim.

Enjoying an affluent economy and being the world's richest country per capita, Qatar deployed its efforts to become a policy maker in the region. To achieve this goal Qatar embarked on supporting Muslim Brotherhood and its allied groups throughout the region, particularly in Egypt financially and by it Aljazeera TV channel.

While backing Muslim Brotherhood is the Qatar's best political advantage, Saudi and other Persian Gulf Arab states are hostile to the Brotherhood, fearing its brand of grassroots' activism could undermine their authority. The UAE and Saudi Arabia have both listed the Muslim Brotherhood as a terrorist organization and see political Islam as a challenge to their own systems of dynastic rule.

Kuwait , unlike UAE, Bahrain, and Saudi has refrained from any diplomatic measures against Qatar and has launched efforts to end 18-month standoff among Persian Gulf Countries Council (PGCC). However its measures lead to nowhere, because neither Qatar nor other countries were ready to recalibrate their foreign policy.

Nevertheless, as the result of pressure from Persian Gulf states, led by Saudi, and its strategic ally America, Qatar has finally adopted different political approach.

Sheikh Tamim bin Hamad, Emir of Qatar, tow times visited Abdullah bin Abdulaziz, king of Saudi regime, since July.

Doha put an end to its aids for Muslimbrotherhood and promised Saudi and its allies that the Brotherhood would not be allowed to operate from the country. Qatar expelled the exiled leaders of the Egyptian Muslim Brotherhood in September, a move that had signaled a change of tack in its position on the Brotherhood.

Therefore, Saudi, the United Arab Emirates, and Bahrain agreed to return their ambassadors to Qatar.

On the other hand, Doha drastically changed its foreign policy towards Cairo as it joined other Persian Gulf states in supporting Egypt’s military-backed government.

In a statement issued following the meeting of the PGCC foreign ministers in Doha, the six Arab member states, including Qatar, voiced their “full support to Egypt" and the "political program of President Abdel Fattah al-Sisi".

"We believe that a strong Egypt is in the interest of all Arabs,” said Qatar’s Foreign Minister Khalid al-Attiyah.

Qatar's intelligence chief , Ahmed Nasser Bin Jassim al-Thani , visited Cairo talking about a possible meeting between the Egyptian and Qatari heads of state early next year in Riyadh or Cairo was discussed.

Last week on Saturday, Sisi, president of Egypt, met a special envoy of Qatar's emir . Then on Monday, Qatari-owned Al Jazeera television - which denies Egypt's charges of being a Brotherhood mouthpiece - suspended broadcast of its Egypt-focused channel.

According to Reuters, Qatar had ceased alleged funding of Islamist groups in Egypt before any reconciliation .

"Egyptian authorities understand that not all their demands will be met right away ... but they have to make sure Qatar is serious and not just making a few cosmetic changes," it cited and intelligence source saying.

Qatar's Emir, Sheikh Tamim bin Hamad bin Khalifa Al Thani has recently visited Turkey to meet President Abdullah Gül and Prime Minister Recep Tayyip Erdoğan. Due their close views on The Muslim Brotherhood, Qatar considers Turkey as its main ally in the West Asia.

There are two contrary analyses about Sheikh Tamim's visit to Ankara. First analysis says Doha's king seeks to broker to achieve a reconciliation between Turkey and Egypt, the other says Qatar has made a few cosmetic changes to convince PGCC members to lift pressure. It believes that Qatar continues to back Muslimbrotherhood and Tamim's visit to Turkey is an indicative of that.
