Azerbaijan: Peace Deal Possible After Armenian Constitutional Changes

ALWAGHT- Azerbaijani President Ilham Aliyev said a peace treaty with Armenia could be signed “immediately” if Yerevan changes its constitution.

Azerbaijani President Ilham Aliyev said Baku is ready to sign a peace treaty with Armenia “the very next day” once Yerevan amends its constitution to remove provisions that Azerbaijan views as territorial claims. Speaking at the Munich Security Conference, Aliyev emphasized that constitutional reform remains the final hurdle to a formal agreement.

Aliyev stressed that the proposed constitutional changes are not meant as interference in Armenia’s domestic affairs but as safeguards against future territorial disputes. He noted that peace has effectively been established since a Washington summit last August, where a Joint Declaration under US mediation marked a de facto end to decades of conflict.

The president framed the treaty as a legal step to consolidate stability in the South Caucasus, contingent on Armenian constitutional amendments. While negotiations on a comprehensive agreement, including economic and transport cooperation, were completed in March 2025, ratification has been delayed due to Armenia’s domestic legal challenges and broader geopolitical factors.
